Cosmetics Manufacturing Licensing in Greece: All Legal Requirements

If you are considering starting your own cosmetics manufacturing business in Greece, one of the first and most important steps is obtaining a licence for your cosmetics manufacturing facility. The process is formally regulated and governed by EU and Greek legislation.

This article provides a simple, concise overview of everything you need to get started.

Step 1: The Manufacturing Premises

To obtain a licence, the manufacturing facility must have:
Suitable infrastructure, with separate areas for production, storage and packaging
Good ventilation, hygienic conditions and easy-to-clean surfaces
Adequate equipment for the types of products to be manufactured (e.g. mixers, scales and sterilisers)

The licensing of a cosmetics manufacturing facility is governed by:

Guidelines issued by the Greek National Organisation for Medicines (EOF)
Good Manufacturing Practice principles (GMP – ISO 22716)
A qualified scientific supervisor (such as a chemist or pharmacist) is required to sign off on the procedures.
Step 3: Registration on the EU Platform & CPNP
Once the manufacturing facility is ready:
It is registered on the European Commission’s platform.
Each cosmetic product is then notified through the CPNP (Cosmetic Products Notification Portal).
Without CPNP notification, a product cannot legally be placed on the EU market.

Step 4: Documentation and GMP Compliance

The manufacturing facility must have:

A Product Information File (PIF) for each product
Documented procedures demonstrating compliance with Good Manufacturing Practice (GMP) principles
FAQ’s

How long does the process take?
Usually 1–3 months, depending on the readiness of the premises and the documentation.

Can I start without ISO 22716?
No, GMP compliance is essential—at least in the form of documented evidence.

What is the Responsible Person?
It is the individual who bears legal responsibility for the safety of cosmetic products in the EU.
