According to Regulation 1223/2009, the labelling (inner and outer packaging) of a cosmetic product must include the following information:

  • The name and address of the Responsible Person.
  • The country of origin, if the product is imported from outside the EU.
  • The nominal content of the product, expressed in weight or volume.
  • The expiry date or the period after opening.
  • Warnings or precautions for use.
  • The production batch number.
  • The function of the cosmetic product, unless this is obvious from its presentation.
  • The list of ingredients (including allergens).

Claims on cosmetic products should not mislead consumers or give the impression that the product has characteristics or properties that it does not have. Regulation 655/2013 and related guidance provide clarity on the criteria that claims must meet to be admissible under Regulation 1223/2009.
