Placing your cosmetics on the market (EU)

To place cosmetic products on the European market, they must comply with Regulation (EC) No. 1223/2009.

The key steps to successfully bring cosmetic products to market include:

  1. Designation of a Responsible Person (RP)
    Every cosmetic product marketed in the EU must have a Responsible Person (RP) based in the EU. This can be the manufacturer, the importer or an external distributor.
  2. Assessment of the composition, label and claims of the product
  3. Conducting a Safety Assessment
  4. Preparation of a Product Information File (PIF)
    The technical file contains all the necessary information and analyses (challenge & stability tests) about the product.
  5. Declaration to the European Cosmetic Products Notification Portal (CPNP)
    Before the product is placed on the market, an online declaration must be made to the Cosmetic Products Notification Portal (CPNP)
